Abstract: The problematic aspects of the current educational standards in Ukraine as important legal instruments of regional educational systems were viewed. The regulated areas of education standards in Ukraine and the traditional approach based on the identified areas of their innovative changes where described. The main directions of innovation education standards depending on their subject focus where systemised.

UNIVERSITIES THIRD MILLENIUM AS A REFERENCE CENTER OF GLOBAL SCIENTIFIC AND EDUCATIONAL SPACE

Purpose. Rationale for the transformation of the best universities in European countries and Ukraine in the universities of the third millennium, proving the importance of primary spread of a new paradigm of university education of a new type, and outline the role of universities as centers of the third millennium, diffusion of knowledge, technology, innovation, creative ideas, progress of social development in general and further development economics in particular.
Methodology of research. To achieve this goal in the article the authors used methods of analysis and synthesis, abstract logic, synthesis, comparison, rating assessments and opinion surveys.
Findings. The authors found that according to the published ratings of the British company Quacquarelli Symonds, only six Ukrainian universities were in the list of 800 best universities in the world, so there is a need to transform universities in the third
millennium. It was determined that whatever the problem is not solved this or another university of the third millennium, in no matter what he is guided always the main goal of its operation is suitable for the production of science, education and economy of innovation, creative solutions and tools and new technologies.
Originality. The necessity of transformation of Ukrainian and European universities in the nucleus of a global scientific and educational space, assuring the continued progress of social development.
Practical value. The authors have developed a conceptual model of innovative new type of university, which in practice has become a source of a wide variety of fields of knowledge, innovation, creative solutions, cultural and spiritual heritage of the developed system of distribution to the target audience of consumers.
